Another story out of Arizona. Goodyear recognizes that its residents can't always afford to buy paint and supplies to cover graffiti on their private property. They've come up with a program to help such residents
Currently the law is that the resident is responsible in removing the graffiti on their property. If they don't "clean" it up, they are cited. But if they can't afford supplies, how they think they'll be able to afford to pay for the citation?
